Neither You use Internet access or not, the monthly fee is a 'constant fee' and it applies to your account every month. 
If You're outside or just have no need to use it Your Internet access, please take care to setup a semi-disconnect procedure for some time period (1+ month). 
You can do this by moving to the 'Temporary disconnection' monthly fee plan which costs a low as 6 UAH/months (it should be done via personal account)
